They are in groups, camped out, pan handling at each and every intersection going every direction until late at night. They are approaching and harassing people shopping at the different shopping centers, gas stations... They are stealing form the stores and leaving debris all around I have not seen police intervention at all and the problem is continually growing. This situation can no longer be ignored.
